This report was submitted ahead of the 33rd session of the Universal Periodic Review as part of our campaign against inhuman sentencing of children - defined to include sentences of death, life imprisonment and corporal punishment.

In Dominica, sentences of life imprisonment and corporal punishment are lawful for offences committed while under the age of 18.

BRUNEI DARUSSALAM: UPR submission on inhuman sentencing of children

In Brunei Darussalam, children may currently be lawfully sentenced to life imprisonment and corporal punishment. In October 2013, Brunei enacted the Syariah Penal Code Order which, if fully implemented, would introduce the death penalty for offences committed by children and allow children to be sentence to whipping and amputation.

QATAR: UPR submission on inhuman sentencing of children

This report was submitted ahead of the 33rd session of the Universal Periodic Review as part of our campaign against inhuman sentencing - defined to include sentences of death, life imprisonment and corporal punishment.

In Qatar, life imprisonment is lawful for offences committed by children aged 16 or older. The death penalty and corporal punishment are prohibited under criminal legislation, but appear to be lawful under sharia law for offences committed while under the age of 18.

CRIN is campaigning for the abolition of inhuman sentencing of children, defined to include the death penalty, corporal punishment and life imprisonment. We want to emphasise that while, for the purposes of this campaign, CRIN is calling for the abolition of the juvenile death penalty, we believe that the death penalty should be abolished for all individuals, regardless of age.

The adoption of the new Code has been repeatedly commended as an important and progressive step; however, no thorough analysis has been carried out to see whether the entities involved in the administration of justice interpret it in a uniform way. Nor has the enforcement of the Code in practice or in the light of effective quality control system been studied either.
